With international competition becoming more severe and domestic labor costs increase, the processing and manufacturing companies which is relying on the cheap processing fee for competitive advantage has emerged collapse phenomenon. Improve product technology, promote the product update from the processing and manufacturing link to high value-added link, which is located at the ends of the industry chain extension, so as to achieve the optimization and upgrading of product. This path is the key to improve the situation. Enterprise cooperation that in the regional innovation network can enhance the level of overall regional innovation, promote regional competitive advantage,achieve the win-win situation of enterprises in the regional innovation networks. In the era of knowledge economy, talent is the focus of enterprise competition, especially to master a large number of tacit knowledge and technology talents. That is to say, enterprise survival depends on innovation, innovation relies on senior talents, therefore, this article analysis the integration effect between senior human resources and regional innovation network, study the action mechanism, to provide direction and ways for company to achieve transformation and upgrading.Domestic and foreign scholars mostly focused on the characteristics and function and the formation mechanism of of the regional innovation network, some scholars analyzed the relationship between regional innovation network and government, intermediary organizations and human resources, but few scholars from the perspective of the senior human resources to analyzed the relationship between it and its regional innovation network. The knowledge economy era, senior talents is the key to the success of the enterprise, so this article choose senior talents as the breakthrough point, analyzed which factors of regional innovation network influence the flow of senior talents and the integration effect of senior human resources. Through literature review,separate out the factors that affecting the flow of talent and integration of senior talents,through case analysis, research the company of Tianjin HWX, interviews with executives and technicians of this company,verify the authenticity of the selected factors. Interview results partially support the selected factors:the main factors which influencing the flow of senior talents including wages and benefits, enterprise development prospects and development space, cultural factors, corporate values and institutional environment has little effect on the inflow of talent,is the main factors influencing the talent outflow. The main integration platform for technology talent is talent flow and talent exchange, because of the inadequate of intellectual property policy, many companies will not choose to cooperate with the industry to R&D,the situation of independent entrepreneurs by the senior talent is also less frequent.
