The Investigation Of The New Rural Social Pension Insurance In Zhangbei, Hebei Province

In recent years,due to the rapid growth of China’s aging population,the increasing gap between cities and countryside,China’s rural areas urgently need to establish a perfect system of rural pension insurance to protect the legitimate rights and interests of the rural elderly.In 2008, "Decision on rural reform and development of a number of major issues" explicitly requested to establish the new rural social pension insurance of individual contributions、collective benefits and government subsidies combining.In 2010,promulgating of the People’s Republic of China Social Insurance Law for the first time explicitly stipulates that "The State shall establish and improve rural social endowment insurance system".Then the new rural social pension insurance system was born.The establishment of the new rural social pension insurance system provides basic living allowances for the elderly farmers, meets the basic needs,increases the farmers’income,promotes the rapid economic development in rural areas,realizes the elderly’s wish, brings the Gospel to the national rural residents.In 2011,the author’s hometown-Zhangbei blessly was included into the second batch of pilot agricultural insurance list by Hebei Province Government,then the policy carried out in Zhangbei.The country government has made substantial efforts for the smooth promotion of the new agricultural insurance:buying by financial allocations some computers dedicated new rural social pension insurance system and printers,for raising the standards of facilities configuration and the person’working efficiency;By distributing publicity materials in densely populated areas of the country to expand the scope of publicity.Through the efforts of the government,the farmers have preliminary understanding of the new farming insurance.To some extent,improving the national enrollment rate.By the end of 2012,the enrollment rate of Zhangbei reached 95.5%,but there are still many problems in the pilot during operation.The author selected representative villages and towns-Erquanjing,and made the investigation of 677 persons mainly for physical health,income stability,the main income source.By investigating the basic situation,we can find some problems that new rural pension’operation in the process of pioneer.For example,farmers’insurance awareness is weak,a low income level results in that the farmers are reluctant to participate in the new agricultural insurance.This article gives advice on these issues.The survey targeted to provide valuable suggestions for the smooth development of new agricultural pension.
