Since ancient times, the Watertown characteristics of the city of water-network was formed by the cooperation of land and water transportation, and actively use of land and water bodies. This paper argues that unreasonable land-use is the main reason for the loss of this feature. Under the auspices of traditional functionalist planning ideas, the river is often used as natural boundaries of the land, and river landscape belt is enclosed in a variety of proprietary land, resulting a sharp decline of public participation in waterfront area. This simple pursuit of easy to land-use resulted in the separation of the public life and river landscape, and the loss of actively cooperative pattern of the water network and land-use, which formed in the history. To solve this problem, we use new ideas to form land-use strategies and Land Suitability Evaluation method, to provide a reference for the future planning and construction of Watertown.The first chapter described the background of the topic, the purpose and significance of the study, the main content of the thesis and the research methods. Chapter II defined the research object, and the discrimination between research object and related conceptions, domestic and foreign research progress. Chapter Ⅲ was based on the shape of Watertown characteristics, to rethink profoundly of past planning ideas and land suitability evaluation, proposed land-use requirements of the Watertown characteristics and selected specific algorithm used in land suitability evaluation. Chapter Four proposed a new method of land-use strategy for shaping Watertown characteristics. The last chapter established a new land suitability evaluation system on the same goal.
