The agricultural development in our country is still in a backward position, to accelerate the modernization of China, agricultural modernization shall be treated as the primary task of our country. The development of our agricultural enterprises plays a key role in the process of the development of the agriculture. With the development of the society, the competition between enterprises has gradually transformed into competition between supply chains. Supply chain efficiency evaluation is helpful to reveal and find the key node and the key chain in the supply chain network structure that affect the efficiency, explore the method to improve the supply chain, to realize the optimize resource allocation, supply chain structure and improve the efficiency of comprehensive agricultural industry chain has a very important role in promoting.At present, the related research about domestic agricultural products supply chain efficiency evaluation has made a series of progress, including hierarchical analysis, fuzzy evaluation, neural networks, data envelopment analysis(DEA) and other comprehensive evaluation method are all successfully used, but there are still some limitations need to be improved in the research. At first, comprehensive evaluation index system of the supply chain is not enough comprehensive and system, evaluation index focus on the overall input and output data, it is difficult to fully reflect the internal links of supply chain and subject between material flow, cash flow and so on other impact on the overall efficiency; At the same time, evaluation indexes are limited in statistical data of the numeric variables, ignored the environmental indicators in the development of ecological agriculture and brand equity, customer satisfaction and other important qualitative variables. Second, evaluation methods can not adapt to the nature of the supply chain network structure, the impact of the interaction and restriction between the internal supply chain and the subject, and the overall efficiency lack in-depth and detailed analysis and discussion, can’t get more economics indicators, actual data and the specific methods, implementation approach from the evaluation results.To solve above problems, this paper uses the Network Data Envelopment Analysis(NDEA, Network Data Envelopment Analysis) to construct comprehensive evaluation model of agricultural products supply chain efficiency. First of all, for a typical agricultural industry chain to determine the key link of the supply chain and the main body, construct the agricultural products supply chain network structure, make clear on the intermediate and transitional variables behalf of the subject and the node of the relationship between material flow and cash flow; On this basis, established efficiency evaluation index system according to the supply chain network structure; Then, build a network structure comprehensive evaluation model of data envelopment analysis NSBM(NSBM——Network Slacks-based Model) based on slack variable. The model is a kind of non-radial comprehensive evaluation model, the objective function assembled all the slack variables of input and output indicators, and overcomes the constraints that required proportional changes of input or output variable in traditional DEA model, is the unity of form based on the output and input model, has wider applicability. The model quantify the impact on the intermediate variables, transitional variables and overall efficiency, at the same time embedded in the environment variables for the construction of ecological agriculture, to expand model to both with expected and unexpected output. On this basis, this article further extended the single phase NSBM to the Dynamic Network DEA evaluation model based on panel data(Dynamic NSBM), and evaluation index and evaluation method of each node, each period and the overall efficiency are presented.Finally, this paper carried on the empirical analysis based on the ten typical agricultural enterprises. Make an analysis of the application and results of the evaluation model using the corporate annual report and agricultural Yearbook data. Not only given the evaluation and ranking of the main part supply chain and overall efficiency scientific, but also can analyze and determine the key points and key links of improving the efficiency of the supply chain, analyze the key variables of impacting efficiency and transmission mechanism of effecting, provide a practical and feasible way to improve supply chain efficiency. This paper also demonstrates the validity and stability of the model through analysis of the model and sensitivity analysis. The study will help to promote the development of supply chain management theory and Practice.
