The Effect Of The New Rural Construction In Anhui Province

China is an agricultural country, and the rural population accounts for the majority. The development of agriculture and rural economy affects the farmers’ living standard and quality directly. As the bottleneck of restricting our social economic development, the causes of "three rural issues" have strong comprehensiveness, relevance and complexity. It can gradually alleviate and solve the increasingly serious problem of "agriculture, rural areas and farmers" only via developing the rural economy synthetically, effectively and permanently. In "The central committee of the communist party of China about making national economy and social development of the eleventh five year plan suggestion" of Party’s 16 session of fifth plenary session, it puts forward the goal of building up new socialist countryside clearly, starting from the global of socialist modernization construction. Anhui is a big agricultural province, but not the strong agricultural province. The agricultural development level is relatively backward, but Anhui is in an important position in the rise of central China. The new rural construction in Anhui province is an important component in country’s new rural construction. It plays a decisive role in the new rural construction and development.Based on the practice of new rural construction in Anhui province as the background, this paper summarizes the results in the construction of new countryside in Anhui province. Anhui agricultural economy has made a qualitative leap since the reform and opening. Rural social output and economic growth have increased rapidly in the rural areas with the agricultural production increases. The development of agriculture promotes the growth of the second and third industry, also brings the increase of farmers’ income. At the same time, the development of rural economy also promotes the new rural construction in Anhui province. It shows as follows:accelerating modern agriculture construction, rapid development of the industry of the county, Steady progress in rural service industry, fortified rural infrastructure construction, rapid development of rural social undertakings and so on.However, in the new rural construction, Anhui province is also facing many problems:weak construction of organization, low level of economic development and limited support ability, poorly developed agricultural product processing industry, narrow channels of increasing farmers’income and less power income and so on. To solve these problems and considering the actual situation of Anhui, in reference to the new countryside construction based on the experience of abroad, this paper puts forward countermeasures to speed up the construction of new socialist rural areas in Anhui province:to speed up the urban and rural plan as a whole and promote the harmonious development, stepping up efforts for poverty alleviation in the poor areas, to increase farmers’ income as the core and form mechanism of raising long-term, to develop processing industry for agricultural products vigorously and achieve industrial upgrading as soon as possible, to play the role of grass-roots organizations and improve village planning and construction, To regard improving the villages and towns as the key point and strengthen rural infrastructure construction.
