Jinan Financial Resources Construction Problem Research

As an important indicator of the overall economic strength of the municipal region, local fiscal revenue largely determines the local government’s ability to provide the public with public goods and social services. As the basis and prerequisite of local government revenues, the building of financial resources has become an important engine of economic growth and an important part of the financial work in all levels of government. In recent years, Jinan finance takes economic construction as the center, adheres to the principles of adjusting the methods and structure, adheres to the strategy of sustainable development, upholds the principles of financial benefits, makes great effort to organize revenue, constantly optimizes expenditure, strictly implements the budget tasks at the same time actively promotes and deepens financial reform and continue to strengthen financial management. The city’s economic and social undertakings have been carried out steadily, the municipal financial work operates stably and healthily, the fiscal balances remain sustained, rapid and steady growth. However, compared with developed cities outside the province, there is a big gap. How to strengthen the construction of financial resources, help economic development has become an important issue for local governments.Based on the examination of large number of relevant resources, drawing more financial resources and experience in building the status of financial resources and making an in-depth investigation of the current financial resources construction of Jinan, this thesis analysizes and compares the current data to reveals the problems in the city’s financial resources building system itself and the problems in practice. Then this thesis makes a deep analysis of the causes for such problems and then suggests relevant measures to improve the condition of financial resources, and makes recommendations with practical significance.
