The Dilemma Of Local Financial Resources Construction In Wuhua District Of Kunming City Countermeasures

The foundation and important pillar role of Finance in national governance plays a vital role in the economic construction and social development of a region,and plays an irreplaceable role in the work of various government departments.With the increase of downward pressure,the decline of revenue growth and the increase of rigid budgetary expenditure,the pressure of fiscal revenue and expenditure is constantly increasing.At the same time,tax reduction and fee reduction have become a trend.It is particularly important to vigorously cultivate financial resources,open source and reduce expenditure,ensure the sustainability of local financial operation,enhance the anti-risk ability of local finance,and effectively play the pillar role of financial state governance.On the basis of qualitative and quantitative analysis,this paper clarifies the basic fiscal revenue,growth trend,pillar industry status and development potential of Wuhua District in Kunming,and reveals its changing trend,structure,characteristics and existence.On the basis of comparing with the scale of expenditure and its growth trend,it puts forward relevant policies and measures to strengthen the construction of financial resources,and provides theoretical support for Wuhua District to further enhance the government's financial capacity.The specific content includes five chapters: The first chapter introduces the background of the topic,the significance of the research and the research summary at home and abroad.The construction of financial resources is an important part of government work both at home and abroad.The second chapter introduces the theoretical basis of this paper,fiscal decentralization theory,public product theory,fiscal balance theory and economic development theory.The third chapter discusses the basic situation of Wuhua District's fiscal revenue and expenditure through historical data,analyzes the structure of fiscal revenue and expenditure,and introduces the current status and advantages and disadvantages of Wuhua District's financial resources construction.The fourth chapter summarizes the difficulties in the current financial construction of WuhuaDistrict and analyzes the reasons for the dilemma.The fifth chapter discusses the breakthroughs in the construction of financial resources in Wuhua District,which are analyzed from two aspects: taxation and non-taxation.The sixth chapter summarizes the analysis and discussion of the previous chapters and puts forward the ideas and countermeasures for the construction of financial resources in Wuhua District.In terms of financial resources construction,the first is to coordinate the realization of financial resources and follow-up financial resources.The second is to coordinate direct and indirect financial resources.In terms of specific countermeasures,a total of11 recommendations are proposed.It is hoped that these measures will strengthen Wuhua District.The construction of financial resources will achieve sustainable financial development and provide strong support for local economic development.
