In recent years, with the sustained and rapid development of the economy in our coun-try, the petrochemical industry as one of the pillar industries has developed rapidly. Althou-gh it protected by the country,because of the short of domestic resources strategicreserves, the petrochemical industry has brought the fierce competition as the other Chinese industries,espicelly from the international companies’ competition.Therefore more and more companieshave to look for new profit points.How to manage the oversea project procurement;controlthe cost stricted,these problems concerned by more and more enterprises.Restricted by many factors such as the difference of political and economic environme-nt; difference of the way of international trade,the domestic enterprises still have many pro-blems in oversea petrochemical industry.Based on the description of oversea petrochemical industry related theories, by summarizing experience of oversea project management and an-alyzing project bottleneckrestriction factors,this paper puts forward optimization scheme and related measures of target management system about overseas project schedule,quality and cost, inorder to provide the reference for overseas engineering management.Firstly, the desctiption of procurement management of oversea projectrealated theories includes the following content:the analysis of the M company’s procurement management ofoversea project.Based on this paper innovateds project management in order to adapt to current, regional wide,limited resources project.Secondly,analyze the present situation of pro-curement management of oversea project and the existing main problems.On the basis of original project management,put forward the research of the management concept, establish a sound procruement management system, fully control andcoordinate overseas resources,to make project management play a positive role.Meanwhile,combine the specific project cases,apply the sound procurementmanagement system to specific projects and utilize resources tothe maximum extent,in order to improve efficiency andquality of procurement management,ensrue the quality and construction pr-ogress of the projects, save the project cost,and then realize the wholetarget of the project.Finally, this paper suggests establish a system ofthe procurement management of oversea project in order to overcome thedefects of overseas pr-oject management process and realize effective control of the target management system ab-out overseas project schedule,quality and cost.Of course, this procurement management system still need to be tested and improved,tomake the procurement management model effective-ly serve in the overseas petrochemicalprojects.
