With the development of information technology and economic globalization, global production network based on industrial value chain is gradually formed, which has achieved specialized division of labor and cooperation in production processes, and effective integration of global resources within the scope of the global. The fundamental changes of global manufacturing mode are related to modularity of industrial chain. The formation of global service-manufacturing network based on integrations of manufacturing and service is promoted by modularity of industrial chain, which has made the operating mode of manufacturing system produce a fundamental change. With great developments of services in the production and consumption, manufacturing industry and service industry are mutual integrated and penetrated. Service-manufacturing network(SMN) is developed, which consists of the value module of customer utility, value module of productive services, value module of Service production. Therefore, the research for the formation mechanism and operation mechanism of SMN based on the background of modularity can show SMN’s specific characteristics of dynamic, systematic, complexity. The essential relation between the transformation of industrial chain modular and SMN is analyzed deeply. In this way, we can find effective strategies to promote the development of China’s service-manufacturing network.In view of this, the paper is started from the perspective of modular development. Service-manufacturing network is taken as the research object. Firstly, the paper puts forward the conceptual model of service manufacture net and analyzes its characteristics:complex, dynamic, incremental, coopetition, innovative and integrate. Then, the paper points out the differences between service manufacture net and traditional manufacture net in focus, basic units, network structure, mechanism of profit distribution and moving objects. Next, the paper divide service manufacture net into three different types:the star schema dominated by service model integrators, the star schema dominated by manufacture model integrators and the federation mode integrated manufacture and service module. Modular development has passed through different phases such as technological modularization, product modularization, and industrial chain modularization. The interpenetration and reorganization between service industrial chain module and manufacture industrial chain module bring the industry upgrading effect, integrating innovation effect and knowledge spillover effect. The combination of information technology, industrial chain module, market demand, and environmental constraints, has promoted the formation of service manufacture net, which is based on the service oriented manufacturing mode. The operation of service manufacture net is composed of value modules. It is pulled by customer participation mechanism and pushed by innovation mechanism. It need to be supported by government and social services.Based on theoretical research, this paper analysis the influence factors of service manufacture net through the following four aspects:marketization level, human capital input, government factor and information technology. Then this paper establishes a network DEA model to evaluate the operation efficiency of service manufacture net. After that, this paper uses the model to evaluate the operation efficiency of the service manufacture net in Shandong Province. According to the results of the empirical research, develop strategies and accelerating measures are put forward for the service manufacture net in Shandong Province from the industry level and the enterprise level.
