Major hazards of dangerous chemicals is refers to the long-term or temporary production, processing, use or storage of dangerous chemicals, and the number of dangerous chemicals equals or exceeds the critical quantity of units. State administration of work safety released the<guidance about To carry out the supervision and management of major hazard> in 2004,Storage tank(tank), reservoir(library), production sites, pressure pipe, boiler, pressure vessel, coal mine(well versed in mining) were included in the application scope of major hazardsDangerous chemicals have these characteristic: a great variety, wide application and high risk. So, in order to strengthen the safety management for major hazards, various laws, regulation and supervise approach have been enacted. After compiled the current research status of major hazards classification supervision both here and abroad, this paper put forward the problems, carried out a research on risk ranking of major hazards based on the three dimensional model.Based on the theory of risk theory, put forward risk sensitivity, join the sensitivity factors in design process of risk ranking model of major hazards, the risk quantitative ranking model and qualitative ranking three dimensional model were established. Aim at the risk status in production and storage of the major hazards, researched the accident risk from possibility, severity and sensitivity three dimensional, the risk assessment index were determined initially. By screening indicators with the use of the Delphi method and expert meetings method, the risk assessment index system was established. By the application of AHP, the weights of the various indicators were determined, finally the risk ranking math model of four kinds of major hazards were designed. Reference the existing classification standard of major hazards, the major hazards was divided into four levels combined with risk acceptance criteria, risk ranking of major hazards based on the three dimensional model was realized, for the government to adopt corresponding safety measures.In order to verify whether the model is scientific and practical or not, we selected more than 20 dangerous chemical enterprises and more than 10 coal mining enterprises in Taian to do the empirical research, collected data were analyzed seriously. The empirical research founded that the major hazards risk ranking model is very practical and convenient, apply to government safety regulators to do the ranking supervision work, system, convenient supervision for government and effective safety management of enterprises were come true.
