The level of transport efficiency is an important index to measure the transport development of a national or a regional From developing transportation industry in 1980s to developing a comprehensive plan in 2010s, transportation has become an important part of economic development in Jiangsu. Sustainable development has become a guiding ideology of formulating economic and social development strategy in Jiangsu province. Transport development should follow this guiding ideology, improve resource utilization efficiency.Firstly, in reviewing of the theory about efficiency, this article explains economic efficiency and transport efficiency respectively, analyzes the inputs and outputs status of transport sectors in Jiangsu province, depicts the context and the key sector of transport system in Jiangsu province, analyzes the status and role of each means of transport in the transport system at different periods, analyzes policy orientation of the transportation industry development at different times.Secondly, using fixed assets’investment and number of employees as input index, passenger turnover and freight turnover as output index, evaluating the transport efficiency of each transportation department in Jiangsu province by DEA,estimating the DEA efficiency index and Malmquist efficiency index.At last, analyzing the basic status of transport efficiency in Jiangsu province, discoursing the problem of each transportation department through empirical research. According to the questions make policy recommendations; such as:doing the preparatory work of reform, accelerating infrastructure construction, integration of transport resources for improving technical efficiency, changing in government functions,changing management model, improving the coordination mechanism, establishing a new integrated transport management system, etc.
