With the comprehensive implementation of the one-child policy and the continuous improvement of people’s living level, China’s fertility rate falls rapidly; life expectancy continues to increase, leading to the rapid ageing of population structure in our country. According to the United Nations definition on the aging society, our country has entered the aging society in 1999. The aging of our country has the feature of significant aging population scale, the aging speedily developing, unbalanced development between regions and other significant characteristics. The aging of the population will bring a series of social problems; the disabled elderly long-term care is the most prominent issues. However, with the fall in the fertility rate China’s family structure has miniaturization, core. Nursing function on family original severely weakened. In addition, the medical care costs in China is rising, the current social security system is not perfect, the family could no longer bear the responsibility of long-term care of the elderly. Long term care for the elderly has become a social risk; therefore, there is an urgent need to establish a special long-term care insurance system in order to solve the increasingly serious problem of elderly long-term care.Long term care insurance mode selection is the primary problem faced in establishing long-term care insurance system. In order to solve the problem of long-term care of elderly people, some western developed countries have formed long-term care insurance pattern corresponding to the national context. In the mid-1980s, the United States began to establish a commercial long-term care insurance system; In 1995 and 2000, Germany and Japan have established social long-term care insurance system. Therefore, this article will research on model for long-term care insurance system in China.This paper is divided into six parts. The first part discusses the issues raised, the significance of the research and reviews the domestic and foreign research theory. The second part, this paper analyzes "market failure" of the commercial long-term care insurance market from the three aspects of information asymmetry, individual short-sighted and the externality, as to provide a theoretical basis for the government intervention. Through the analysis of the theory of institutional change and pluralism of the welfare ideology, pointing out that the tendency of compulsory social insurance system model and the necessity of using all kinds of social resources. The third part, for the United States, Germany, Japan, the establishment of the long-term care insurance system background, system and running effect makes a deep comparative analysis, sum up experience and lessons, for the pattern of long-term care insurance in China and system establishment. The fourth part, this paper introduces the development of China’s commercial long-term care insurance status quo and insufficiency, and has carried on the analysis from two aspects of demand and supply constraints on China’s commercial long-term care insurance development. The fifth chapter analyzes the choice of the model of long term care insurance in China based on the introduction of the special culture and political system in China. Combining the present level of economic development and analyzes the feasibility of the long-term model in China. Finally, through the analysis of the three aspects of theory, international comparison, the reality of the summary, proposed that our country should choose the model of "long term care insurance society as the main body, plan long-term care insurance commercial long-term care system as supplement", and puts forward some constructive suggestions for the establishment the system of long term care insurance in china.
