Economic development and environmental problems like a pair of twin brothers, and they promote each other with gamble; recently, with the rapid development of economy, environmental problems becomes more worsen, and is a rise attention by the people in the world. The environmental problem is the problem of the industrial structure. A reasonable industrial structure cannot induce sharp deterioration. So, it is a sustainable measure to adjust the industrial structure and accelerate the transformation and upgrading of industries. Up to 2020, resource saving and environment friendly society construction achieve great progress. The basic layout is developed, and resource recycling system is preliminarily established. Unit GDP energy consumption and co2 emissions are substantially dropped, and the total discharge of major pollutants are significantly reduced. As a central province, Anhui province has achieved rapid economic development, however, he also faces the unreasonable industry structure and serious environmental pollution problems. Based on this discussion, the paper investigates the industrial structure transition and pollutant emissions, and deeply investigates the industrial structure of Anhui province and major pollutants. Combined with empirical research, we quantify the transition and pollutants, and then provide some empirical suggestions to promote the improvement of the industrial structure and environmental quality in Anhui province.Based on the related theory of industrial structure transition and pollutant emissions, the paper firstly states the conception and theory of the industrial structure transition and pollutant emissions. Moreover, we analyze the external and internal factors of the industrial structure transition and pollutant emissions. Secondly, based on time-space analysis, the paper investigates the space characteristics of the industrial structure transition and the pollutant emissions, and analyzes the interaction factor of the industrial structure transition and the pollutant emissions. According to Anhui and China statistical yearbook in 2001-2014, we use the double logarithmic function model to study the industrial structure transition and pollutant emissions. Our results are as follows:firstly, heavy-duty and isomorphic in Anhui province is severe and has affected the pollutant emissions and environmental quality, furthermore, the unreasonable industry layout further affects the regional environmental pollution. Secondly, the industry in Anhui province has some special environmental regulations, and environmental regulation can select the region investment. So, the pollution industry concentrate in the region and seriously waste regional resource and the decline of the environmental quality. Thirdly, the industry heavy-duty and the pollutant emissions are highly consistent in time and space, and pollutant emission and heavy-duty exist some lags. Fourthly, after quantitative empirical research, the paper finds that the scale economy in Anhui province is obvious and the effect of industry structure is also obvious. Technology effects play a limited role in the short term. The main impact of the industrial structure is Hoffman coefficient which is the highest value. The industrial economies of scale variables per capita national income are also evident. However, the technical effect of the proportion of enterprise technology research and development expenditures is small and less obvious in the short term.
