The Strategy Of Leisure Economic Development In The New Concept Of Leisure, Recreation And Tourism

This paper mainly studies existing concept insufficiency of the tourism, recreation and leisure, through literature review, comparative analysis and deductive reasoning put forward tourism, recreation and leisure new sound concept. In the past many industry insides believes:the leisure is an activity in certain social and cultural environment that people in his spare time, choose independently according to the inner motivation in order to obtain the individual physical and mental leisure, happy and exert his potential; the recreation is an a leisure activity that people did in the spare time; the tourism is a kind of recreational activities that people did in different place. With the new understanding about’activities’ to people and the development of the communication and Internet technology, we found that we need to perfect the definition the most people think it is not a pressing matter of the moment, otherwise the whole leisure research building will appear shaky situation! In fact, lots of study innovation has been seen in many scholar’s works, the paper summarizes these ideas of tourism, recreation and leisure and give more perfect concept so far:the leisure is an recreation activity in certain social and cultural environment that people in his free time, choose independently according to the inner motivation in order to relax the body and mind to obtain physical recovery, nerve relaxation and spiritual satisfaction; the recreation is an activity stream that people did in the spare time; the tourism is a kind of recreational activity stream that people did in spare time in different place.Obviously, proposed these new concepts has great theory significance, this paper then studies the relationship between the leisure, recreation and tourism, and criticize for the problem that now was appeared in the theory and practice, such as "tourism concept of generalized", "tourism economy wide generalization", researching recreation and tourism economy problems according to the "recreation and tourism industry",etc. and points out it is not reasonable to cope with the old tourism, recreation and leisure concept in order to adapt to the development and change of leisure new practice. Based on the new concept of tourism, recreation and leisure, this paper presents the new economic species about the leisure, recreation and tourism economy:economic species about the leisure economy is leisure industry, economic species of recreation or tourism economy is not "recreation or tourism industry" but an "economic flow". The so-called economic flow is the economic phenomenon that property, money and people flow through the space and different industries under the action of the certain demand. No new industry was born in the economic flow, the industry that recreation or tourism economic flow relates to are more different with the industries that the leisure marketing industry chain relates to. The concept of economic flow is first raised by me in the international economic circles, it correct the common faults of economic study people do arbitrarily and mechanically in the study of any meso economic phenomena with the concept of industry, so that we can see the harm that the "tourism industry" "recreational industry" concept on the economic research, and provided the correct perspective for the correct study of the development strategy about the tourism economy and recreation economy.In the past we don’t distinguish among tourism, recreation and leisure, recreation or tourism development in many cases become the purpose of leisure, but not to meet people’s leisure needs. The new concept of leisure tells people the leisure is recreation or tourism purposes, development of leisure economy needs its own development strategy, recreation or tourism is the realization means to achieve leisure, in order to promote the leisure economic it is necessary to build and integration competitive leisure chain for leisure economic development, the strategy of the development of recreation and tourism is not can do to drive leisure economic development and meet the needs of the leisure needs of natives and visitors!This paper first systematically puts forward special strategic development of leisure economy (not like the past to mix up leisure, recreation and tourism together): one is to establish the correct concept of leisure, let people enjoy the leisure; two is to co-ordinate the planning, coordinate the development, construct the leisure industry group that can conform to the local social development stage, three is to promote and study the leisure economic development using the systematically thought; four is to improve the leisure management, establish different leisure industry policy according to different leisure industry; five is to build and integrate the leisure industry, let the leisure economy growth; six is to cultivate recreation, tourism economic flow, guide the festival and visiting relatives economic flow to develop with the leisure economy. The strategy is based on the need of leisure and leisure economy development, direct against the different providers and promoting different types of leisure industry development "engine", according to its own logic to think, considering the characteristics of recreation or tourism economy, the paper think of breeding and expanding recreational economy and tourism economy stream as the means of the development of leisure economy.For leisure economy development in Hainan Province, the provincial government is now carrying out the construction of Hainan international tourism island, from "Hainan international tourism island construction and development plan (2010-2020)" determined by the national and provincial, the outline planning to "tourism" is actually to leisure planning! According to the new strategy for the development of leisure economy, according to the actual situation of Hainan leisure economic development this paper put forward counter-measures and suggestions of Hainan leisure economic development more reasonable:one is the tourism driven; two is the education first; three is to perfect the mechanism; four is to cultivate the foundation of leisure industry; five is the cultural guide; six is to coordinate and promote. At the same time, the development orientation of Hainan international tourism island is analyzed, pointed out that the ultimate goal of the development of Hainan is not the establishment of a free trade area, but the establishment of international leisure model area, which provides reference for the government of Hainan economic development decision.
