The interior decoration industry has been increasing by 20% per year in recent 20 years with the rapid growth of national economy when China is showing strong vitality by the rate of annual economic growth which is 8% per year. The interior decoration industry which is relate to many other industries including building material, environmental protection, light industry, textile industry and chemical industry has low base of market access and it also relates to many types of work such as woodworking, cement work, water and electric work, coating work, scaffolding work and others. This industry has a great market potential but lacks occupational standard and is made up of good and bad.The desire of building an overall well-off society makes the rapid development of public building and private dwelling after our country entered the "Twelfth Five Year Plan" period of development. The promulgation of the "Management Approach of Residential Interior Decoration" and "Opinion on the Development of National Interior Decoration Industry in the "Twelfth Five Year Plan" Period from Chinese Interior Decoration Association" puts forward a clear demand for the quality management of interior decoration industry and also gives interior decoration industry guidance about its development. These two government documents make interior decoration companies see hope of development.At present, the national interior decoration industry which is in a low level and has many problems is still in the immature stage of development. Its problems are in many ways such as the unreasonable structure of industry, the lacking innovation power and the lack of management specification, especially in the structure of industry.The outstanding phenomena are as follows:① In the value orientation of idea, responsibility and interests, the industry paysmuch attention to interests but despises idea and responsibility.② In the industry chain of design, material and construction, the industry paysmuch attention to construction but despises design and material.③ In the service system of technology, art and labor, the industry pays muchattention to labor but despises technology and art.These phenomena affect the development of the industry seriously, cause the unbalance and incoordination of industry development. And the phenomena make the industrial advantage can’t give full play and meet the increased needs of national construction and people’s living.By analyzing the external environment and industry characteristics of national interior decoration industry, this paper uses the comparison method and case analysis to dissect the development opportunity and competitor of DX Inc and analyze the malpractice of traditional management mode and management situation from the development situation of national interior decoration industry. This paper puts forward a value-based management model called "One core, Linkage of Five Part" by using strategic planning, organization structure, enterprise culture, human resources, finance, project management and mechanism of communicating and coordinating. This paper makes a process of value management and attributive value for five department including market management department, design and development department, cost compliance department, engineering quality department and administrative financial department, and makes the whole staff experience the presentation of their values from the busy and full work and experience the delight of realization of self-value with the ingathering of material benefits.This paper reveals the disadvantage of the traditional management model and highlights the value-based management model through concrete cases and comparison. What’s more, this paper which shows the innovation concept of value management also finds the essence of the "trinity system of institutional management, humanistic management and value management" and outstands the development idea that "art and technology are in parallel, services and labor are in parallel". This paper gives a clear direction to DX Inc for its long-term development and provides a case study for the normative development of decoration industry.
