Since the reform and opening up, China’s economy has experienced great development and transformation not only on its total amount but also on the aspects of structure, area allocation, environment, social foundation and so on. Especially the special economic zones and development zones each place, there is a rapid development, and promote the development of the surrounding area. Some of the problems which exist because of typical and representative as the focus of the study.In the early 1990s, Hohhot authorities started their Economic Development Zones and which have been one of the main drives of the local economy growth since then. On the background of the economy globalization, production chain re-distribution and the rise of each country’s relative production cost, China is upgrading its industries. The traditional management plan and the development mode of the development zone of Hohhot city can’t meet the new economic development.As a result, how to keep Economic Development Zone’s growth and drive the local economy is a very important issue for local governments.This article attempts to Ruyi Development Zone, Hohhot, as the research object, as a government-led focus on the structure of economic development zones, industrial planning and development model of change the law so as to gradually build a sustainable mode of development zones.
