Research On The SHE Management System Application In Oil Testing Company

The HSE management is the theory of health, safety and environment management in the late eighty’s of twentieth Century. It uses the method of system analysis, and carries on the risk appraisal and the harm identification to the potential accident risk which may occur in the enterprise production process, according to the plan, the implementation, the inspection and the improvement and so on four stages, the ten elements of the composition are systematic, structured, procedural and full of management mode. To take preventive measures to the full participation and the whole course monitoring, and eliminate all kinds of hidden trouble.This paper expounds the significance of the HSE propulsion system. The upgrading and development of grassroots HSE management is to build a modern enterprise to realize the stable development of the cornerstone of security. learning from the advanced safety management concep t, make the HSE leadership commitment,goal and policy to achieve, in-depth implementation of personal safety action plan, practice feeling leadership, in order to ensure the effective operation of HSE management system standard.This paper firstly studies the development of HSE management system, put forward the basic elements of the system three modules : core and the condition part, cycle chain parts, auxiliary method and tool parts, and on this basis, this paper describes the structural characteristics of HSE management system, HSE management objective and guiding principle of establishing HSE management system. Then, referring to the Daqing O il Corporation and Daqing oil testing company in recent three years, in the specific implementation of the HSE mana gement system, some effective methods are taken, using the actual data,the minutes of the meeting, departments at all levels of the report and other materials, and the effect of this system in practical work according to the Daqing city survey of oil production test branch of each basic level team nearly a year of visit, finally come to the conclusion that the HSE management is an important part of enterprise management. Focus on the safety management, this paper systematically studied the development and present status of HSE system among the domestic and oversea petrochemical companies including Daqing Petrochemical Company. First, the paper analyzed the present status of international and domestic safety management theories, afforded the basement for the next analysis; second, the paper described the principle of HSE management system in detail, established the theory basement for the next research. And next, the paper studied and discussed the HSE system running status of Daqing petrochemical company, found out 8 areas to be improved. At last, the paper aimed at the questions of Daqing petrochemical, took the HSE system management experience of those large petroleum and petrochemical enterprises such as Shell, BP, for reference, brought up improving methods.The author hopes that the research of this paper could offer the necessary support to the improvement and development of DQPC’s HSE.
