Scientific and rational distribution of urban passenger transport routes will reduce the public resources competition. Which is the important foundation for improving the service level of urban passenger trip, as well the key to realize sustainable development of urban passenger transport. With the rapid development of urban passenger trip, the number of transit operators has been larger. To achieve operating entities for more customers, operators always choose to reduce the investment of the less benefits routes so as to increase the investment of the better ones. Which will largely incur disorderly competition between parts of the routes. In this background, this thesis carried out the research of passenger transit routes distribution under many operators.Based on the characteristics of passenger lines, this paper proposed two methods of transit routes distribution. Firstly, according to the location of transit network, the nearest the transit routes, the larger possibility they will be allocated into one operator. This paper built a model with the aim of the least competition between each operator. Then, based on the former allocation method, the paper proposed another transit routes distribution allocation methods in which the competition behavior between each operators on the competition routes had been considered. The later with the goal of maximizing the total operators imposed on the competition and considered game behavior and game equilibrium of operators. Since the proposed models were both regarded as the large-scale nonlinear programming problems, this paper adopted a kind of tabu algorithm to solve the problem.Finally this paper test the proposed methods with passenger routes in Dalian Jinzhou. The research results show that the static allocation methods only consider the franchise distribution under ideal conditions, and the distribution result only focus on the dense lines allocated into the same operator. The dynamic allocation method with further considering the competition between the main operators, however, is not optimal but more practical. This paper can provide theoretical guidance for passenger transit routes distribution.
