The Employment Effect Analysis In The Upgrading Of Industrial Structure

The upgrading of industrial structure and labor employment influence the development of the economy together, and the correlation between them is similar to the relationship between productive forces and production relations. However, there are always two sides to everything. The upgrading of industrial structure also has brought employment issues when it greatly promotes the economic development, which are mainly reflected in the non-coordination between the industrial structure and employment structure, a visible drop in the growth rate of total employment, industry development’s failure to effectively creating jobs and so on. How to take Industrial structure and employment structure into account and make them progress together is not only the research hot spot of the present theory field in our nation, but also a problem need to be solved urgently on a practical level.Based on theoretical analysis of economic scholars at home and abroad, this paper discussed the relationship between industry structure and employment structure, the coordinated development of both can provide huge economic driving force. However, due to the influence of the system, education, population, ect, the development of both can not keep good coordination. When the development of both appears a larger deviation, it can create some problems, such as the slowness of the upgrading of industrial structure, unemployment, the underpowered of economic growth. The upgrading of industrial structure and employment are in hand, the condition of the industry development determines the condition of the employment, when the center of gravity of the industry development transfers, labor’s employment structure and volume changes with it. Employment difficulty and recruitment difficulty, the deviation of industry structure and employment structure makes the negative effects on the economic development and stable employment, etc. Aiming at the reality of problem, this article selects comparative labor productivity, structure deviation to analyze the present situation, problems and causes of employment in our country’s industrial structure upgrade, then select the proportion of the three industrial structure to construct econometric model to empirically, the results showed:the output value proportion of primary industry and the employment rate of the three major industries exists cointegration relationship and is positively correlated with the first industry employment rate, and is negative correlation with the second and third industry employment rate, the growth proportion of primary industry to the first industry employment rate promoting effect is less than inhibition to the second and third industry employment, so we should reduce the proportion of primary industry; The output value proportion of the second industry and the primary industry employment rate exists negative cointegration relationship, cointegration relationship with the second and third industry employment rate, overall promoting effect is greater than the inhibition, we should properly deal with the second industry guidance; The output value proportion of the third industry and the primary industry employment rate exists negative cointegration relationship, cointegration relationship with the second and third industry employment rate, the third industry has great development space. The empirical results matches the theoretical analysis. Finally, according to the conclusions of the historical situation, this paper puts forward policy suggestions by the technological progress, the third industry development, the new rural construction, education and other aspects.
