Research On Classification Reform Of Both Public And Commercial Geological Exploration Organization

As a vital basic work part of national economic and social construction, geological exploration serves economic construction and social development as a whole. The geological exploration teams (GET) have made important contribution for our socialist construction. The GETs’are mainly responsible for basic geological survey, exploration, research tasks for the state and society mineral resources, geological information and technical services, serving national economic development master plan. Since the GETs’ localization in 1999, the country has issued a series of policies; accelerate the reform of exploration on industry. Though the implementation of advance in recent years, the GET have completed their government functions and career functions of separation, however, because of the special geological career, the geological market growth retardation; the GET did not address the completed separation of the functions of corporate affairs. The deep-seated contradictions of the GET become more and more obvious. New management system and operation mechanisms are urgent needed to establish. The state Council issued the file of guidance on the classification of the reform of public institutions on March in 2011, which put forwards specific requirements and time on the classification of the reform of public institution pointing out the direction for the reform of the GET.The paper mainly carries on the detailed analysis to the reform process and existing problems over the past years, and comparative analysis of different polices on finance, personnel, income distribution between the three types of classification reform teams. And also analyzes three typical patterns of the pilot reform of the teams, for giving both public and commercial geological exploration teams suggestion to select right reform path way. And through summary analysis of the practice of X geological team of exploring & developing bureau of geologic & ore resource of Sichuan province, this research of this paper will make certain reference to Sichuan Geological Exploration’s units.The paper put forward the classificatory reform must be based on the reality of Sichuan GET, according to the classification reform ideas and requirements, further clarify the administrative functions, public service, the business functions of three units’responsibilities. The GETs which have both public and commercial cannot blindly transform to enterprise; The contradictions should be disposed in the transition period, and GET should carry out the supporting policies of the reform, and strive for the support from local governments, in order to guaranty reformation carry out on the safe side.
