Evaluation Of Hebei Port Logistics Competitiveness

AWith the economic globalization and development of international trade, port has been a node of modern transportation system, an important courier station for international flow of resources and a significant pulling power of regional economy. It has been developing towards versatility and the direction of additional value oriented from traditional functions of transportation and delivery, and it has been a place where capital, personnel, information and other social economic activities come together instead of only a place where cargo and passengers come and go. Currently the excessive disorderly competition of port has led to problems such as waste of resources, unclear location, blocked information, etc.. Only after the port achieves an unity in economy and sociality that it can ensure the sustainable advantage in competition. Therefore, competitiveness of port logistics are more and more concerned. Research on competitiveness of port logistics has been an objective requirement of realizing the development strategy of a port city, expanding functions of the port, realizing sustainable development of the port and the inevitable requirement of deepening socialist market economy. Competitiveness of the port logistics has become an important part of the core competitiveness of a city, a region and even a country.Located in the heart of the Bohai economic circle,the ports of Hebei Province adjacent to Tianjin Port, port group of Liaodong Penisula and port group of Shangdong Penisula.The economic hinterland of the port are cross coincide. The competitive environment that they face is complex, which is both an opportunity and a challenge. The three main ports are an important support for development of regional economy and a transport hub connecting land and sea areas. They’re also an important platform for industrial development and logistics of the port city, which plays a quite significant role in boosting the development of export-oriented economy.We need to clarify the advantages and disadvantages of Tangshan Port, Qinhuangdao Port and Huanghua Port in the port group of Bohai Rim, find the accurate position objectively and avoid the weakness. Only in this way, can the rich capital flow and information flow of Bohai Rim Region and even both in other regions of China and abroad be attracted to boost the economic development of Hebei Province. So it’s extremely important to study the competitiveness of port logistics, because it affects a lot the survival, development and regional core competitiveness of the port.This paper elaborates the study in several different parts. First, it states the background meaning, method, research framework and innovation of this paper. It summarizes some relevant researches both domestically and abroad on the competitiveness of port logistics and makes brief comments on them. And theoretical research, qualitative analysis and empirical analysis of port logistics competitiveness are studied in turn in this paper to come out with some suggestions, conclusions and outlook finally.In theory section, the basic theory of port logistics competitiveness is stated in details. A clear definition of port logistics, port logistics system, port logistics function, port logistics characteristics, port logistics development trends and other related issues are also specified. They constitute the theoretical framework of this paper.In the section of qualitative research, it states in details the basic port logistics development of Hebei Province from several different aspects below and makes a preliminary qualitative analysis.a) the advantage of excellent location;b) large scale of traditional port logistics business;c) rapid development of modern port logistics business;d) perfect infrastructure at port;e) significant boost in economy of the hinterland caused by port logistics;f) promotion for the modern transportation system caused by port logistics;In empirical research, one first-class index, four second-class index and sixteen third-class index are selected to constitute the evaluation system of port logistics competitiveness. Based on TOPSIS entropy mathematical model, this paper makes a preliminary evaluation on the port logistics competitiveness of Hebei Province. And, based on analytic hierarchy process, necessary supplements and verification are conducted on the preliminary evaluation results to ensure its effectiveness and credibility. At last, this paper states the great potential reliance on Tangshan Port, Qinhuangdao Port and Huanghua Port of the port logistics competitiveness of Hebei Province in aspects of the economic level of hinterland city, economic structures of port city and operation ability of the port, etc..It also states that the port logistics competitiveness relies a lot on the hinterland economy and economic structures of port city, and that the port operation ability and infrastructures need to be improved, which should attracts more attention.In the section of suggestions, based on the results of qualitative analysis and empirical analysis, this paper put forward the following targeted suggestions for reference of enterprises and the government.a) Position of the port should be specified clearly to achieve dislocation development;b) Development of container transportation should be paid more attention;c) We should take full advantages of the new opportunities coming out of the joint development of Beijing, Tianjin and Hebei;d) The leading and supporting function of port group system should be made full use.e)Chain service of port logistics should be integrated.
