Reserch On Protcting The Public Property Attribute Of Chinese State-Owned Enterprises

At present,the reform of state-owned enterprises have entered the deep waters. After the phase of delegating powers and benefits.two rights separation,establishing modern enterprise system, improving the management system for state-owned assets in state-owned enterprises, the goal of the reform should come back to the public nature of the state-owned enterprises.We should pay more attention to the whole society benefits in the process of property rights reform. In the past research of property rights reform of state-owned enterprises, the western property and modern property rights theory guide people a lot, paying too much attention to a single enterprise’s benefit maximization.but ignoring that the objectives of the reform of state-owned enterprises is securiting the overall interests of the entire people. In this paper.on one hand,we absorb the essence of western theory of property rights, and on the other hand adhere to the Marxist public property right theory. Clearly that State-owned enterprises’ Property rights of public property should concentrated on the public nature of maximization the whole benefit.This article will expound the reform of state-owned enterprises public property in five parts. The first part is the introduction. The second part is the state-owned property right theorys. The third part are the achievements. problems, reasons of property rights reform. The fourth part is the general idea of the reform. The fifth part is the specific reform measures. In this paper,the breach of the reform is maximization the whole benefit of state-owned capital, including not only the direct economic benefits of state-owned enterprises but also the indirect social welfare.which makes this paper differrent.This paper plays an important role in embodying and playing public property attributes. The main ideas in this paper include establishing basis theory, analysising the phenomenons, putting forward general idea and countermeasures. General ideas are classification of state-owned enterprises.straighten out the principal-agent chain.improve profit payout rate. Countermeasures are optimization of product service price and regulatory system of monopoly industries,perfecting the state-owned assets supervision and administration supervision system,perfect the corporate governance structure of state-owned enterprises,perfect the supervision mechanism of state-owned capital gains distribution.
