| Being neighboring countries and closely connected in historical origins, China andRussia underwent the process of transition from a planned to a market economy. Thesetwo countries share many similarities in economic structures and economy-runningpatterns. However, China and Russia differ sharply in the nature and content of theproperty rights reform in stare-owned enterprises, particularly in their reformbackgrounds, theory basis, localization of targets, pattern choice and advancementmeasures. This essay is written to review the history of Russian property rights reform,to sum up its experience and lessons and to compare and analyze the different situationsin China and Russia, which serves to explore the way of China's property rights reform.Taking Heilongjiang Province which is lagged behind in reform and has the largestproportion of state-owned enterprises as an example, this essay will propose the advicefor promoting the property rights reform and provide the theory support for thedeepening of the reform in the state-owned enterprises in Heilongjiang Province. |
