With the rapid development of national economy and the rise of people’s living standards, the increasing traffic demand with the shortage of road resources has become the main problem restricting the development of the city. Against this background, rail transit becomes the first choice of the government to solve this problem. Rail transit has advantages such as high capacity, high speed, environmentally friendly and so on. Yet it is always worth remembering that the rail transit engineering has a long construction period and high investment. Government financial subsidies are obviously not enough. The combined effect of the land near the metro station is strong.The appreciation space of the land near the metro station is large. Above all, attracting private capital to facilitate rail transit construction by developing the land near the metro station has become one of the government financing modes in rail transit construction and operation.This dissertation is divided into five parts. First part is introduction and analysis of rail transit financing. Although some scholars come up with the idea that financing by developing the land near metro station, the study lack of specific procedures and implementing measures of land financing in rail transit construction and operation. It is necessary to do some research on process design of financing. The first part then analyses the present situation of financing in China and some popular financing methods in other countries.The second part is theoretical analysis. In this part, the dissertation studies the action mechanism of land financing of rail transit based on the theory of land location, differential rent and crossfeed. The second part preparing necessary academic basis for financing process design in-depth.The third part is the preparation of process design. This part analyses the development strategy of the land near metro stations and their effects on land financing conclusion.The fourth part is financing process design. The construction of rail transit network is identified into three main phases. The dissertation designs financing process by analyzing the capital requirements and characteristics of rail transit network’s construction and operation in each phase.The last part of this dissertation is the risk assessment model of land financing and the example of this model. The risk of land financing is divided into 2 layers:risk source and risk factor. The model is based on bi-level fuzzy comprehensive evaluation method. In the end, the dissertation analyses the financing risk of Ningbo metro by using this model.
