Satellite navigation electronic maps and related geographic information service industry, is the long-term development of strategic emerging industries that related to the commercial and social modernization in our country in the 12 th five-year plan, has changed and will change our way of life in the greater degree.As the third generation of Beidou navigation satellite launched, the navigation electronic maps and geographic information integrated service application in our country will enter a new stage.NavInfo is the world’s fourth largest, China’s largest digital map information production enterprises, and the first map information in domestic listed companies, has always followed satellite navigation policy in our country since create. NavInfo actively developing satellite civil enterprise applications, got with independent intellectual property core technology breakthrough in many aspects, such as surveying and mapping, navigation, traffic, and even the only one company who can make maps based on European standard of NDS technology.Its main business for navigation electronic map surveying and mapping, dynamic traffic information and networking information service, and the application of geographic information in wisdom city, etc.This paper makes management consulting for NavInfo based on its financial statements from 2010 to 2014.But for NavInfo such a figure from the standard of state-owned enterprise, through the capital market operation become no actual holding people, with the ownership and operation separate characteristics of the modern enterprise property. If just rely on the form of financial data can’t reflect the real potential about high-tech industry development, investors have become increasingly strong demand of enterprise strategic planning, hope to be able to combine two aspects of strategy and report the information to evaluate ability of enterprise development, so NavInfo management consulting should be included in the table and outside table the integrated use of information.Harvard analysis framework is a attaches great importance to enterprise strategic analysis of management consulting analysis tool, which from the strategic analysis, accounting analysis, financial analysis and to prospect analysis logic process, just meet the needs of investors of all aspects.Therefore, this article uses the harvard analysis framework on the NavInfo management consulting.After analysis I found that NavInfo development mainly adopts focused differentiation, related diversification, cooperation and merger, a variety of strategies of both endogenous and denotative investment, its financial debt paying ability is very strong, but profitability is weak and developing trend is slowing, and the phenomenon of reducing in sustainable development ability.NavInfo.in all aspects of the problems in enterprise management, this paper puts forward countermeasures and Suggestions, in order to help investors identify and avoid risk, help enterprise managers to make more effective management decisions, and provide certain reference to map industry enterprises. NavInfo take reasonable and sustainable development strategy, the key factors which help NavInfo achieve competitive position, is the leading technology development strategy and training strategy execution, in order to keep the first market and technological advantages, the NavInfo differentiation strategy must be taken to consolidate the market position, products at the same time take reasonable layout to ensure sustainable development. The policy NavInfo takes of depreciation of the fixed assets, research and development expense is relatively unified, but as an emerging high-tech enterprises, not to use accelerated depreciation will lead to increased risk for policy makers, at the same time, the accounts receivable and inventory is growing too fast, and important projects in the notes to financial statements is not detailed, has affected the further use for investor to the enterprise management information.Through financial analysis found that NavInfo management do not value the use of debt capital, at the same time, the influence of the competitive environment of enterprise management, dragged down by rivals in recent years, resulting in a decline in profitability.In continuously implement the strategy of mergers and cooperation, NavInfo should make corresponding management resources integration, to learn the adaptability and flexibility form Tencent, the second largest shareholder and private capital. Through effective management to adapt gradually to giving full play to the advantages of enterprise group. Owing to the enterprise development direction with national macro policy guidance, NavInfo is growing under a variety of adverse influence,and the policy factor will continue to exist in the future for a long time, therefore NavInfo development foreground is very considerable, and even has the technical conditions of the strategy of internationalization, as long as the enterprise management can face the problems found in management consulting.
