The New Rural Cooperative Medical System, short in NCMS,is a basic medical insu rance system for more than 800 million rural residents in China, but also an important mo de to share more fruit of economic development for both urban and rural residents in a m ore fair way. With the annually increasing participation rate and funding levels, expandin g NCMS fund scale, rising health care costs, the Fund is facing increasing regulatory pres sures and challenges. For the safe and efficient operation of NCMS fund is one of essenti al factors of successful implementation of the NCMS, the discussion on regulatory proble ms of NCMS fund has a very important practical significance.Based on the data collection of running NCMS fund of G County, this paper summa rized and analyzed the status of NCMS fund raising, spending and running. on one hand, taking interviews and investigations to the agency, designated medical institutions and th e farmer participators of NCMS, and the analyzing typical case, this paper presented the regulatory status quo of G County NCMS, found out a series of problems of NCMS fund regulation that involves agency, designated medical institutions and the farmer participat ors of NCMS, and meanwhile analyzed the causes of these problems. On the other hand, based on the purpose of solving the problems in fund regulation and the useful experience we have gained, this paper discussed the countermeasure to strengthen fund regulation, a nd put emphasis on strengthening the regulatory mechanism of the Fund and to mitigate t he risk of fund running, from the following aspects, such as improving policy design, acc omplishing system management, specifying designated medical institutions conduct, and improving regulatory instruments.
