The Rural Land Use Pattern Research Guided By Five Major Functional Areas Strategy In Chongqing

The third plenary session of the 4th central committee of the CPC Chongqing municipal committee was held, which was divided Chongqing into five functional areas.They are the core area of metropolitan function, the development area of metropolitan function, the new area of city development, the development area of ecological conservation in northeast of Chongqing and the development area of ecological protection in southeast of Chongqing. From the perspective of the usage of area rural land, the enforcement of main functional area strategy must be practicable in space, and combine with the mode of land usage and its combination way. There will be some different structure of regional land use, spatial distribution pattern, ecological, social and economic effects due to the different priority combination of DUHP.Therefore, theoretically and realistically, there are important meanings in combining the mode of rural land usage with the strategy of main functional area to confirm the combination way of DUHP, which is suitable for delimiting main functional area.This essay adopts Delphi and AHP to analyze the priority of land development, use, harness and protection and the priority combination mode, which is suitable under the different main functional area strategy and combine the land use status of Chongqing five functional areas to confirm the prior combination of the core area of metropolitan function and the development area of metropolitan function as U-H-P-D, the prior combination of the new area of city development as U-D-P-H, the development area of ecological conservation in northeast of Chongqing and the development area of ecological protection in southeast of Chongqing as U-P-H-D.At the end of this essay, based on the different geology and landform of each area, there are different rural land use mode that are suitable for the development of each area. ①In core area of metropolitan function and the development area of metropolitan function, they predominate to develop urban agriculture, strive to develop sightseeing-tourism agriculture and horticultural facilities agriculture, and establish a demonstration area of metropolitan agriculture. Meanwhile, it is the first to realize the modern agriculture new trend of demutualization in agriculture production and farmers professionalism. ②In the new area of city development, it predominates the suburb agriculture, focuses on grain and oil, swine industry, poultry and eggs, seasonal vegetables, fruits and aquaculture industry etc. In this area, it is necessary to have a good performance in comprehensive sample of modern agriculture and establish a sample area of modern agriculture. Also, it is positive to push the establishment of modern family farm to accelerate the development of modern intensive agriculture and mass scale agriculture.③In the development area of ecological conservation in northeast of Chongqing, it predominates to develop the reservoir area efficient ecological agriculture and establish a reservoir area ecological economic corridor. In the same time of protecting the ecological environment of reservoir area, it is positive to develop the ecological tourism to raise the income of reservoir area farmers.④In the development area of ecological protection in southeast of Chongqing it predominates to develop the characteristic agriculture in mountains, focus on the agriculture base of mountain character, which is mainly to develop herbivorous livestock, Chinese medicinal materials, high-mountain vegetables, flue-cured tobacco, forest and fruits etc. Combining the characteristic agriculture base and new rural construction, it strives to develop the rural tourism and accelerate the sustainable development of forest resources.
