The Research Of Private Enterprises’ Technology Progress In The Western Area

Since the 21st Century, "science and technology are the primary productive forces" has been proved by countless practice, it means that the competition of technology progress ability is the core of enterprises’comprehensive strength competition and market competition in the future.In western China,as the main force of promoting technology progress, private enterprises’technological development level is not only relate to the economic growth of the western area, but also coordinated development of the whole country. Under this background, this paper uses a combination of theoretical and empirical research method, studies the development status, influencing factors and path selection of technology progress in the western area.Firstly, this paper makes a detailed analysis of the private enterprises in Western China and its present situation of technology progress. By comparing with the eastern area, found that whether in R&D expenditure, the number of technical personnel and scientific research institutions or the patent application and authorization, private enterprises in the western area are behind the eastern area.By decomposing the Malmquist index of private enterprises technology progress in western area, found that the pure technical efficiency index of private enterprises in the western area is relatively low, while the comprehensive efficiency improvement of technology progress is rely on the increased scale efficiency more.Next, this paper analyzes the influencing factor of technology progress level of private enterprises in Western area from three aspects, including endogenous factors, exogenous factors and environmental factors. In the analysis of exogenous factors, using the panel data and making an empirical research of technology spillovers which state-owed enterprises and FDI bring to private enterprises in Western area. The result shows that the technology spillovers which FDI brings to private enterprise is more significant than state-owned enterprise. But the number of FDI is not dominant in western area, that is an important reason why the technology progress level in western area is low. At the same time, the endogenous factors, including the R&D investment, the number of scientists and engineers and R&D facilities, and patent of private enterprises in western area, can also affect the level of technological progress. In addition, this paper also analyzes the objective environmental factors (including government policy environment, legal environment and ideas) influence mechanism of technological progress of private enterprises in western area of China.,Based on the studies above, this paper analyzes the path selection of private enterprises technology progress in western area. This paper refers to select exogenous technology progress path(such as technology introduction) to raise the technology development level of western area in current stage, but after the enterprise has accumulated a certain financial and technical foundation, independent research and development is the ultimate choice and goal. Then this paper puts forward the corresponding countermeasures and suggestions policy recommendations in the finally.
