Under the background of economic globalization, environmental problems have became more and more tense, deepen reform of energy force is imminent with the "coal" problem. As an important component of the new energy industry, the photovoltaic industry will be China’s important support to response to the energy crisis and enhance economic openness. Different from the universality of processing and manufacturing, China’s photovoltaic industry early participate in global value chains, formed a relatively complete industrial value chain, the whole industry rapid develop in a fast speed. China suffered the "double reverse" from the European and American and the influence of European countries to cut their PV subsidies, Chinese photovoltaic industry fell into downturn in 2012. With the downstream application link quickly made a breakthrough, the industry recovers gradually.In my research, in the basis of the global value chain theory and the industry upgrade theory under the value chain division, through the substantial empirical collection of public data and policy information from the National Energy Administration, the Ministry of Industry and Information Technology of the People’s Republic of China and other relevant government departments, photovoltaic authority studies, company announcements, earnings research, use the value chain method research each link of global and China photovoltaic industry’s value chain, while taking advantage of industry concentration index, technology chain analysis of China’s photovoltaic industry value chain, horizontal comparison with the global value chain for the photovoltaic industry conditions, longitudinal comparison with the development of the country in previous years. Then focus on the Global and China’s photovoltaic development after the "double reverse" from the European and American in 2011 and to promote Distributed Generation progress since 2013 in China. Representative research enterprise value chain distribution and profitability, view the current situation of the industry in the microscopic point.Combined with policy-oriented perspective of internal, external environment and international trade policy environment and changes in industrial policy influence and inspiration for the development of China’s photovoltaic industry. Found mainly questions in the process of industrial development are:high dependence on foreign market, less enterprises in production and technical level stagnation in upstream polysilicon link; large proportion of PV products exports in midstream, vulnerability to the impact of trade friction; overheated development always accompanied by overcapacity, excessive expansion, increased competition in the downstream part of the enterprise and other issues.Learn from other countries’ effective related industrial policy, combined with the recent intensive policy changes related to the photovoltaic industry and the promote of Distributed Generation, to further clarify the upgrade path of China photovoltaic industry based on all the former studies. Especially how the further escalation in the application areas going to be, promotion of investment and operation of distributed power plants, especially the popularity of home power generation system, to provide a theoretical basis and policy recommendations for the industry, the government,the financial institutions, and the corporate level. Overall, China’s photovoltaic industry needs technological breakthroughs in the upstream, maintain market share in the midstream, further extend the downstream, especially focusing on promoting the development of Distributed Generation, still keep the amount of centralized power plant construction, to coordinate regional balance, expand domestic demand and open up new overseas markets with a parallel. Construct mature business model, for the early realization of the user side access parity, promote energy reform, ultimately patronizing to the people. |
