Studies On The Investments About The Comprehensive Agricultural Development Of Hanting District, Weifang City

Integrated Agriculture Development(IAD) Program which started from 1998 is considered one of the most significant measures to enhance grain security in China. The government-sponsored program focuses on improving agriculture production condition by land reclamation and investing in agriculture infrastructure, like roads, irrigation facilities etc. Facts show that it not only enhances agricultural productivity, but also promotes agriculture modernization and increases farmer’s income greatly. Based on the fund set up by the central government’s budget, multi-stakeholders, such as local governments, farmers, and banks, participated the program. Meanwhile, comprehensive agricultural development is our government to support and protect agriculture and the strategic initiative is building a new socialist countryside, to achieve an important guarantee for well-off society in rural areas. It is the important means that government protects and supports the agricultural development. It is also the important component of government’s public domain spending. Input mechanism of agriculture comprehensive exploitation is a new explored way for the national financial supports, which fully aroused the government, social organizations and farmers’ participation enthusiasm and promoted agricultural infrastructure construction. Establishing a scientific and reasonable performance evaluation mechanism can reflect benefits of comprehensive agricultural development investment objectively and fairly through evaluation index and further improve the investment mechanism of agricultural comprehensive development.This study combines Weifang City Hanting District 2013 comprehensive agricultural development and implementation of a comprehensive analysis of the situation, to study the situation and the effectiveness of the impact of investment Hanting District, comprehensive agricultural development projects, provide a reference for the implementation of comprehensive agricultural development Hanting District, improve agricultural development level, comprehensive agricultural development to maximize efficiency.Meanwhile, according to field research and statistical analysis, the study summarizes results of the comprehensive agricultural development at the Hanting District project implementation process deficiencies exist. Mainly as follows: the relatively low participation of farmers’ enthusiasm; exist in the lack of project construction; investment mechanisms are inadequate. According to those shortages, put forward the following suggestions are that: to build a strong public financial support system; promote investment mode of agricultural comprehensive exploitation, improve the investment system; construct a scientific and multifarious investment decision-making system for agricultural comprehensive development; optimize the project development layout, Increase support for model management main body; increase the project propaganda to raise farmers’ enthusiasm; To speed up our province agricultural comprehensive development and legislative work, abide by the law.
