| Land resource, the material foundation of the mankind survival and development, is the most basic means of production of human labor and the most important object. With the development of human society and the rise of the population the relationship between land resource and human society,is not only about just a single nation-state,but also an urgent global problem.The construction project of well-facilitied farmland can help us protect arable land and intensively utilize land resources.it also can help us on the protection of China national food security. The study on the benefit evaluation of Well-Facilitied farmland construction project can provide theoretical guidance for the project which carried out in the future.This paper proceeds as follows: the first part is the the research advances,the basic conception, the basic theory, the content and the method of the research.then,take the Well-Facilitied Farmland Construction Project of Tengzhou city as an example,this research constructs the evaluation framework from technological aspects.with the method of documents and materials, investigation and questionnaire to the Experts. the evaluation framework includes three parts:the target level, the criteria layer and the index level. The the target level is the benefit evaluation of Well-Facilitied farmland construction project. There are four parts in the criteria layer: economic benefit, social benefit, ecological benefits and landscape benefit. the index level contributed by 18 index. In order to ensure the scientific nature and reliability of the results, this reseach uses methods such as AHP, fuzzy analytical method and Delphi Method to determine the weight.All the index are also easy to be collected.The results appear as shown below.(1)The main method in this research is AHP and fuzzy analytical method. Static payback time, investment per unit, the added value of residents’ average annual income, etc 18 index are selected to ensure the scientific nature and reliability of the results.(2)On the basis of the index determing,the research determining index weights, considering expert advice,and then divids the index into four levels and determine scores range.The final score of the research is 82.95, this results accord with the construction project goals. The correctness and feasibility of building system show that the research institute, So that it can be used to predict and guide the practice. |
