As the foundation of agricultural industry, cultivated land plays an important role in bothagriculture and the development of national economy. Well-facilitied capital farmlandconstruction is en effective method to optimize the cultivated land layout and to improve theefficiency of land use; moreover, it could help to increase the cultivated land quality level andproduction capacity. Scientific and reasonable planning of well-facilitied capital farmlandconstruction area is the essential guarantee of the construction itself, however, the traditionalprocess of planning doesn’t take restrictive conditions into consideration, it just consider thequality factor, and not value the problem of site conditions, so as to the result is not inconformity with the actual. Thus it might turn out to be the regulation area cannot match thestandard of construction or the high costs of renovation and so forth.According to former related researches of domestic and foreign literature, present theconstrained model of LESA system, which is to help plan the well-facilitied capital farmlandconstruction area. Taking Guangxi Guiping City as a case area, through the analysis of the cityconstraints, it is capable to acquire basic data from the perspective of quality conditions andsite conditions by using1KM×1KM grid as evaluation unit, to weight different constraintsparameter aaccording the situation and construct the index system of well-facilitied capitalfarmland. Towards the standardization of data processing of the seven quality evaluation indexesand the seven site evaluation indexes within the3455evaluation units respectively, to weighteach index by applying the mean variance method and to select the comprehensive evaluationmethod for integrated evaluation of the evaluation unit, which in order to analyze the capitalfarmland quality situation and site condition from two aspects: village distribution result andtown distribution result that according to the evaluation outcomes. On the basis of LEã€SAcomprehensive evaluation results, by analyzing the relationship between constrained LESA scoreand food production, it shows the weight of LE is0.6while the weight of SA is0.4. Thereby, thefinal results of evaluation of the constrainted LESA model are obtained. So based on the results,it is capable for us to find out the comprehensive evaluation score of natural breakpoints byusing total frequency curve method, and to delimit Guiping high standard basic farmlandconstruction area into basic possess areas, modification areas and comprehensive realignmentareas. The result shows that the well-facilitied capital farmland of Guiping City could reach a totalof109964.08hm2, among that which equips basic construction condition reaches to40786.20hm2, accounted for37.09%of the total of construction area. They mainly distributed in NanmuTown, Baisha town and Jiangkou Town; additionally, there is a total of50987.76hm2well-facilitied capital farmland construction area could meet the requirements through a littlemodification, which accounts for46.42%of the construction area, they mainly distributed in theDayang Town, Dawan Town, Xiawan Town and Baisha Town; At the same time, the total amountof farmland which can achieve well-facilitied capital farmland construction by comprehensiveregulation is18190.12hm2, accounting for16.54%of the construction area, they mainlydistributed in Xiawan Town, Shebu Town and Shepo Town. Overall, the northeast-southwestplains area is the largest one in the construction of well-facilitied capital farmland area inGuiping City, followed by the southeast Guangxi hilly region and then the northwest of Guangximountainous area, the southern Guangxi mountainous area is the smallest one. From theperspective of designated interval, quantity and quality, the well-facilitied capital farmlandconstruction zoning result of Guiping City is reasonable and feasible. |
