The small and medium-sized enterprises play an important role in promoting economic growth, optimizing the industrial technology, increasing financial revenue, absorbing the surplus labor force and other aspects. But the development of the small and medium-sized enterprises is constrained. The reason of problem is the slow growth, the difficulties of finance, the heavy taxes and fees and also other issues. After considering the various factors, this paper gives some countermeasures to solve the problems:using multi-channel to ease the financing difficulties, increasing the support of the fiscal and taxation, strengthening the credit guarantee service, encouraging GSP business incubation.
