Land resources are the basis of urban development, its scarcity and non-renewable features make it more and more precious in the process of urban development. With the rapid development of China’s urbanization, the suppling and demanding of urban construction land has become increasingly prominent. To promote the saving and intensive use of land, the state proposed to implement the most stringent saving and intensive land use system.Urban development must abandon blind expansion, avoid "pie" type of development, and to go the road of new urbanization, using the land in the way of saving and intensive. This paper summarized related concepts about the evaluation of saving and intensive use of construction land, and generalized related theories about the evaluation of saving and intensive use of construction land, and summed up the theories, techniques, methods, and models about the evaluation of saving and intensive use of urban land. Respectively, the administrative area and the downtown of Jinan City construction land were the object of the case studies section in the paper, and this paper carried out the study of the evaluation of saving and intensive use of construction land. Then the paper estimated the status quo potential of downtown for the low and moderate use area which were evaluated in the evaluation of saving and intensive use of downtown construction land. The evaluation of administrative area is a macro perspective evaluation, and the evaluation of downtown is a meso perspective evaluation. This paper constructed the evaluation indicator system of saving and intensive use of construction land for administrative area and downtown of Jinan City, and studied the saving and intensive utilization of construction land of Jinan City using a combination of qualitative analysis and quantitative evaluation methods. There are many methods about the evaluation of saving and intensive use of construction land, but these methods have both advantages and disadvantages. This paper took the GIS and RS technology as platform to deal with complex large spatial and non-spatial data to ensure the accuracy and timeliness of data, improving the efficiency of data processing. In order to improve the accuracy of the study, this paper used a variety of integrated evaluation methods or models. The evaluation of saving and intensive use of administrative area construction land used the combined methods of multi-factor comprehensive evaluation method and fuzzy hierarchy comprehensive evaluation method. The evaluation of saving and intensive use of downtown construction land used the combined methods of multi-factor comprehensive evaluation method and neural network evaluation method. The result shows that there are many issues in the use of construction land of Jinan City, such as low efficiency of land use, idle land and the chaos of land structure. Finally, this paper put forward suggestions which can promote the saving and intensive use of construction land for the problems existing in the process of construction land use of Jinan City, to provide a reference for tapping the stock of land.
