In recent years, there is a great development for China’s agriculture, which enters a new stage. Agricultural products appear regional and structural surplus of supply; Agricultural growth pattern has changed to capital and technology-intensive; The agricultural development is restricted by more and more factors; The competition is intensified and enlarged in agricultural market; The relationship between agriculture and other industries is becoming much closer, as a basic industry, Agriculture is of a great significance to the development of national economy. Improving the competitiveness of agriculture is a very important strategic goals for four districts under the new situations. Therefor, it is necessary to grasp the current situation of regional agriculture competitiveness.The paper analyzes the influencing factors of the agricultural competitiveness in the beginning, and builds the evaluation system of agricultural competitiveness, which includes the basic competitive power, the competitiveness of agricultural mechanization and scientific, the capital competitiveness, the ecological and environmental competitiveness, the agricultural industry competitiveness, the development of competitiveness, the extroverted degree of competitiveness, the competitiveness of agricultural inputs. Later, using factor analysis and the theory of comparative advantage do a comprehensive evaluation to agricultural competitiveness of 31 provinces, and reach the advantages and disadvantages of every province in the process of agricultural development. After that, using the theory of comparative advantage evaluate the agricultural competitiveness of four districts, through the vertical and horizontal comparison, realize the main reason which affect the improvement of agricultural competitiveness of four districts are resource constraints, backward in agricultural production equipment level, environmental deterioration, agricultural industrialization level lowness, backwardness of economics, be void of government investment and the limitations of technical. Finally, in view of this situation, combining the current situation of the development of four regions, suggests some countermeasures in order to enhance the overall competitiveness of agricultural, which including strengthening the control of land and water, improving the level of agricultural production equipment, setting up the system of agricultural science and education, increasing the intensity of ecological protection, promoting the industrialization of agricultural, promoting rural industrialization, encouraging and supporting agricultural exports, establishing and perfecting the agricultural insurance system.
