Finally, in view of this situation, combining the current situation of the development of four regions, suggests some countermeasures in order to enhance the overall competitiveness of agricultural, which including strengthening the control of land and water, improving the level of agricultural production equipment, setting up the system of agricultural science and education, increasing the intensity of ecological protection, promoting the industrialization of agricultural, promoting rural industrialization, encouraging and supporting agricultural exports, establishing and perfecting the agricultural insurance system.
