The development of competency theory is growing rapidly in recent years. As the research on competency constantly goes deep, some companies select, evaluate and train various employees by constructing competency evaluation index system. But looking at the competency research status, some enterprises can not apply the evaluation index system satisfactorily. Some enterprises just directly copy other enterprises’ competency evaluation index system without combining the actual development of their own enterprises. Some enterprises construct competency evaluation index system and then put it on the shelf. It is not applied to the employee’s evaluation and management process, the practical use of the index system has been lost.Based on the related studies of competency and competency evaluation index system, the paper focuses a lot of work on designing a detailed competency evaluation system of the sales staff,which is belong to a domestic well-known electrical appliances sale enterprise, TCL group, Hebei branch. First of all,by using the tools of literature inquiry, behavioral event interview and questionnaire research, the paper obtains the related information of sales staff post competency in TCL Hebei branch. The second of all, by using effective interview outline, data analysis and Spencer competency dictionary, the research finally builds the competency evaluation index system of sales staff in TCL Hebei branch. In addition, the paper also adopts questionnaire survey method to test whether the model is reasonable. It also puts forward the corresponding solutions of dynamic maintenance and update for the model in the future, aiming to provide an effective way for selection and training of sales staff in TCL.As the research proves, the effective construction of competency evaluation index system not only provides a standard for sales staff,but also reduces the cost of hiring and training employees, laying a solid foundation for the development of the enterprise.
