As science and technology is the first productivity of our time, developers of high quality and high level are of great importance to high-tech enterprise. But traditional job analysis methods can’t be able to analysis the developers’ work characters effectively for their working achievement is difficult to measure and evaluate. With the extensive use of competency model in Human Resource Management in Western companies, the author brought up a method of job analysis on developer position based on competency model took developers in high-tech enterprise as research object. The method combined the advantages of job analysis and competency model, it reconstructed position statements and work tasks, confirmed job qualification according to future development strategy of company. Job analysis of developers’ position based on competency model can provide evidence for high-tech enterprise to recruit and train developers of high quality which is more suitable for the development strategies in the future.Firstly, the paper has designed the process of competency model construction for high-tech enterprises based on company development strategies and then described the process in detail according to competency model theories learning and working experience on job analysis in high-tech enterprise. Secondly, the paper has carried out an empirical study on job analysis of developers’ position based on competency model which take XMLD Company as an example:(1) During the process of research, the paper has preliminary concluded the job content of developers’ position by using Behavioral Event Interview and Questionnaire, then analyses the job content through Task Inventory Analysis;(2) The paper has concluded the core competencies of developers in the company by statistical analyzing the data of Behavioral Event Interview. The core competencies are: proactive, problem-solving capability, keen insight, innovation capability, optimism spirit, interacting skills etc. After that, the paper has constructed a Three-Factor Competency Model from the dimensions of knowledge and skills, attitudes and values, personality traits;(3) The paper has verified the model, and then finished the job instructions of developers based on competency model. At last, the paper has described the application of product of job analysis in Human Resource Management and it considered the product of job analysis as a dynamic management. As a result, we should have the working idea of “P, D, C, A,”(Plan, Do, Check, Action) to maintain the product.
