As one of the form of service trade, Labor-service export refers to the domestic labors engaged in labor activities in other countries, meanwhile, gaining foreign exchange incomes. From the worldwide perspective, many countries contain the problems like the imbalance of economic development and uneven distribution of labor force, so the circulation of labor force in global market becomes the inevitable trend. The basic form of labor export is that various nations sent their surplus labor abroad. These labor forces are transmitted to the regions that lack of human resources, boosting the local development through infrastructure construction, resource development, medical assistance and so on.However, China’s labor export to Africa is particular, differing from the labor export in other regions, which largely belongs to the international aid. Since 1956,China began to aid in Africa. Most projects are not for the purpose of profit, but are to help African countries fight for national independence, which can assist them to unite Third World Countries to deal with the hegemonism and power politics of the western countries.Moreover, China’s assistance to Africa is conducted under the condition of equality and a kind of partnership under the framework of South-South Cooperation in areas such as trade,investment and financial etc.In recent years, the international community increasingly focus on the international relations between China and Africa. Since the 1950 s, the economy of China and Africa has developed continuously. Although there are some adjustments of Chinese labor export policy, the nature of helping the African nations for developing national economy independently has not changed.This paper is guided by the basic principles of dialectical materialism and historical materialism, using the method of comprehensive analysis and literature research etc to conduct the study. Firstly, it analyzes the process of the development of China’s labor export to Africa, teasing the background the concrete implementation measures of the different stages of labor export. Then it analyzes the impact of labor export to both sides,on the basis of this, finds some problems existing in this area. Finally it puts forward the corresponding countermeasures.This paper aims to provide some reference suggestions for the later study of labor export and relevant policy-making.
