With the development of our market economy, the status of asset appraisal industry in the social economy is becoming increasingly prominent. The competency of the PVs is the key to the quality of the asset evaluation. Since the foundation of the PV national unified examination system in 1995, the relevant department issued a series of asset assessment norms and guidelines. However, there are no relevant criteria for the assessment of the PVs’ competency. This paper studies the assessment of the competency of our country’s PVs to enrich the relevant theories and improve the talent evaluation mechanism of asset appraisal industry.In this paper, referring to Literature at home and abroad,on the basis of Competency Frame Theory and Human-Job Match Theory, we use questionnaire survey, quantitative and qualitative analysis as the main research methods to study the following three questions and draw relevant conclusions: Firstly, according to the data of the association, we summarizes the overview of PV competency evaluation in China and point out the problems that the evaluation methods are formalist and single; secondly, according to the principle of scientificity, systematicness and operability, we design that 4 subsystems including professional knowledge, professional skills, professional quality and practical experience which they have subordinate 13 evaluation indexes. Every evaluation index is divided into excellent, good, middle and poor 4 evaluation grades. Combining the occupational characteristics of the assets evaluation, we set the evaluation standard so that the relative system evaluation index system is formed. We also verify the results by the questionnaire survey, which make the assessment index more scientific and operative; thirdly, select asset assessment institution for the application of evaluation indexes and methods. The results show that the existing problems of evaluated objects are unbalanced knowledge structure, weak organization and management skills, low level of professional ethics, worrying mental and physical qualities and unsatisfactory participation. In view of the above questions, this paper puts forward the suggestion of improving the competency of the PVs, such as strengthening the construction of reserve personnel, standardizing the follow-up education, encouraging experience sharing and perfecting evaluation mechanism.The innovative points of this paper are using the theoretical derivation to design the assessment indexes and verifying the results by the questionnaire survey, which form a systematic and operative evaluation index system; meanwhile, innovatively bring in the fuzzy comprehensive evaluation to make the qualitative problems finally demonstrated in quantitative form, which makes up for the lack of qualitative research in the past. This paper confirms the PV competency evaluation indexes and methods, and it’s helpful to provide the relevant theoretical basis and practical guidance. At last, through my research, I hope that what have been discussed in this paper could make PVs to recognize themselves accurately and lead to self-improvement. Meanwhile, the asset evaluation institutions will improve the personnel training system, and the industry talent evaluation system can be built.
