Analysis Of China’s Maternity Insurance System Fairness

Fertility is not only the basis for human existence continues, is necessary condition for national development and social prosperity. Maternity insurance system means the State passed legislation in female children by national and community provision of medical care, maternity benefits and maternity leave, and to give them the necessary economic compensation and medical care for the social security system. In 1951 the establishment of labor laws in our country has done to women workers maternity safeguards, with the deepening of China’s economic reform, China set up a special system of maternity insurance. China more than 60 years of practice shows that maternity protection is indispensable to promoting social stability, safeguarding women’s reproductive rights protection system. Compared with the other types of social insurance, relatively slow progress in current birth insurance system construction in our country, and their implementation of the current system is not standard and unfair problems. Maternity protection system fragmentation problems, such as specific maternity insurance for women workers, and rural, urban unemployed women have low level of compensation is not clear, and led to the inequities of the system is outstanding, deepening the reform process needs to be addressed.Under this background, this paper uses the principle of fair theory, by means of data analysis and survey research.Take Xinhuang Autonomous County in Hunan province as an example.The anatomy of the actual construction of family security system, combined with the status of China’s family security system construction.Through the comparative analysis of town enterprise worker, town amateur women, rural women, birth insurance situation of rural migrant workers, meanwhile field visit investigation, studied the birth insurance implementation status.Earnestly summarizes the birth insurance coverage exist in the implementation process of the slant narrow, different treatment gap between women’s groups lack of fairness, the respect such as the lack of male fertility holiday problem.And respectively from the maternity insurance system in theoretical study lacks, lacks scientific system top-level design,Supervision mechanism is not perfect wait for a reason to conduct a comprehensive analysis.Finally respectively from strengthen theoretical study and improve the existing system, perfecting the supervision mechanism, and create conditions to realize transition from insurance to welfare aspects, for further consummates our country family safeguard and realize the fairness and plans are put forward on.
