Secondly, according to traditional procurement theory and combined with the actual situation of enterprises, discussing the moment problems in low costing purchasing, trying to find out where is the problem and release the improving comments on procurement management. Finally, based on supplier evaluation theory, to evaluate enterprises’supplier in a combined way, to compare the general procurement cost and suppliers quality, to release the supplier choosing plan which can satisfy the low cost purchase requirement of enterprises. The is the goal of thesis on SCM management. Hence, in order to really realize the low cost procurement in the angle of SCM, the SCM and complement management will be the dominant role of global SCM management.The analysis achievement of this thesis not only be meaningful to M company but also be reference for same global company in SCM management and low down procurement cost. The efficient low cost procurement can save a huge money for company, at the mean time, it will save the social resources, make the social resources be distributed reasonably and utilized, to enhance the developing efficiency of whole society, to reduce the waste, To promote the harmonious development of the society, and has positive popularization significance.
