Research On Town Financial Management In Dezhou City

After the tax reform, as China’s financial reform deepening, the state canceled lots of taxes and fees levy from farmers, such as the agricultural tax, agricultural specialty tax, etc. Because of that, the original township revenue streams is greatly reduced, hard to meet the needs of the spending. At the same time, governments appropriate more and more funds to rural area, continuous make policies to support and benefit agriculture. More and more towns facing the new tasks and challenges in the management of functional transformation and norms there are some difficulties and problems. Therefore, how to effectively play the role of rural finance, steadily promote the transformation of functions, run out of financial difficulties and improve the financial management level, become an urgent problem to be solved.China’s emphasis on rural finance keeps increasing. As China has gradually introduced a series of policies to ease the financial difficulties of the township. However, the reason which causes township financial management dilemma is complicated, include township own reasons, the historical reasons and institutional reasons. Specifically, it is about unreasonable financial system, fragile economy, department conflict, manpower shortage and the lack of effective communication between all levels of financial channels. The innovation of this paper is added the internal management factors of the financial system, proposed a targeted improvement, which have greater innovation and have some practical significance.Township financial management aspects are more involved and trivial, we use the theory study and discussion with the combination of qualitative and quantitative methods of research and demonstration subject to Dezhou township management point for research, starting from the analysis of the basic theory of public finance combined with practical examples and research data to conduct a comprehensive exposition. On the basis of extensive research and gather information on the actual situation of Dezhou township financial management, conduct a more detailed analysis. I believe that to resolve the financial difficulties of township must improve the financial system, explore the development of new energy economy, strengthen financial supervision functions, give full play to the role of the professional departments of internal financial and other considerations.
