Since the reform and opening up, the industrialization process to further speeds up. Our economy has ushered in a sustained and rapid growth whose increasing scale and speed attracts worldwide attention. Extensive mode of economic growth leads to resource constraints and environmental pollution that staged in developed countries over a hundred years of industrialization has concentrated in our country. On the one hand, rapid economic growth leads to prominent contradiction of resources between supply and demand in China.On the other hand, the increasing emission of industrial pollutants not only causes huge losses to China’s economy, but also threatenes the survival and health of the people.Tianjin city as the economic center of Bohai rim region is currently in the middle stage of industrialization. In the process of economic modernization and upgrading of industrial structure development, resources and environment is facing a severe test. The cultivated land loss, serious shortage of water resources, energy use extensively and increasingly serious ecological destruction and environmental pollution has become a major constraint to Tianjin city as a modern port city with strong international competitiveness. Therefore,correctly understanding development of economy-resources-environment and confirming the main factors that affect the pressure on resources and environment, exploring the relationship between economic growth and resources and the environment, searching for favorable dematerialization policy measures, realizing the coordinated development of resources,economy and environment are the important issues that need to be settled.Taking Tianjin city as study area, on the basis of analysising current development of economy, resources and environment from 1997 to 2011. First, this dissertation introduces two indexes from material flow to characterize the pressure on resources and the environment in economic activities. Second, the paper applies decoupling theory to measure decoupling of resource,environmental and economic growth. Third, the dissertation constructes environmental Cruz Nez curve measurement model to analyst relative and absolute fit of economic growth and pressure on resources and the environment.Finally, the dissertation introduces no residual decomposition model to decompose the rebound effect in order to find the key factors affecting the pressure of resources and environment. This paper is mainly to explore the coupling laws of economic growth and resource environment, break through the resource constraint effect, and provide the scientific basis for the formulation and implementation of efficient use ofresources and environment policies in china.
