Research On The Levy Management Of Village-level Collective Forest Land Use Fees

For forest farmers, the right of woodland and forest is the most vital realistic benefit; it is not only an important means of production for survival, but also the main source of family income. How to reform the forest region of collective forest rights and ensure the interests of forest farmers has become an important subject for forestry tenure reform.Based on the exploration and practice of first try in yongan’s collective forest right system reform, This paper selects a representative location Luofang township, through comparative analysis, logical analysis, questionnaire survey method, case study method and so on.objectively analyses that the charge of forest land use is a reflection of collective forest land ownership in the economy, it not only maintains the overall interests of peasants collective, but also expands the rural collective;s economic strength. It is an objective requirement and development trend to adapt to the utilization of the current forest land resource, The thesis expects to take this point to an area, the demonstration Radiate from the township, county, and to provincial area, and provide reference and experience to improve the economic efficiency for the reform of forestry.First of all, this paper describes the research status of forest land use fees, to clarify the concept and analysis of forest land use fees required to rent theory, property rights theory and public charging theory, laid the foundation for the analysis of this paper.Secondly, this paper briefly introduced Luofang township in Yong’an City level land use fee collection and management situation, introduced with emphasis the Luofang township in Yong’an City level land use fee collection of specific forms:Running Association, joint collection; the second is village, collecting agent; group units, group group; build the requisition platform of the carrier of the social management.Third, this paper base on Luofang township in Yong’an City, analyzes the land use fee collection and there is a lack of scientific and unified standards for the collection, arrears problem processing is undeserved and the use of funds opaque and so on lead to total forest land use tax collection and management, it is difficult to carry out the practical difficulties.Fourth, for Luofang township in Yong’an City forest land use fee collection and management facing difficulties, this paper deeply analyzes the causes of these difficulties: Villagers awareness is not in place; the second is the woodland property rights relationship less clear; three, contracting procedures are not standardized, collection and management mechanism is not perfect; the fifth is the history of the mountain way unfair.Finally, based on the above difficulties, problems and reasons, this study design village forest land use fee collection and management mechanism, and put forward the government to gradually raise farmers’ awareness and efforts to solve problems left over by history, fair and clear standards for the collection, standard contract to prevent disputes, after good funds use supervision and management, properly handle the financial arrears of six aspects comprehensively discusses the countermeasures and suggestions to ensure the steady operation of the the form of expropriation.
