Research On Development Of Resource-based Rural Areas Under The Mode Of Village-entreprise Base

Duing to the Dual Structure of Towns and Countryside and the workers and peasants "scissors", the development of urban and countryside in China is uneven. Since reform and opening up, a fundamental change has taken place in China’s countryside. But the Dual Structure of Towns and Countryside and the trend of increasing urban-rural development gap have not been fundamentally changed. "Three agricultural questions" remains to hinder process of building a well-off society in an all-round way. In 2005, the government of China abroads the task of constructing socialistic new countryside in the "China Economic and Social Development 11th Five-Year Plan Outline", and make efforts to increase sources of income of farmers, improve the living and production conditions of farmers, and accelerate the development of modern agriculture by the way of promoting agriculture through industry. In 2013, the decisions on deepening the reforms in an all-round way putted out in the Third Plenary Session of the 18th Central Committee of the CPC definitely abroad that "the Dual Structure of Towns and Countryside is the major obstacle of integration of urban-rural economic and social develop ment". We must amplify appropriate system and mechanism, and form new urban-rural relations of "Accelerating Agriculture by Industry, Driving Countryside by City, Inter-Promotion of Workers and Farmers, Planning Development of Urban and Rural Areas". We must let all the farmers participate in state affairs administration on an equal footing and share the success of the modernization.Under the guidance of the state’s policies and national financial support, many large and medium-sized enterprises decide to enter resource-based rural areas, and combine their advantages of funds, technique, management with resource-based rural areas’ elements of land, labor force, mineral resources for mutual benefit and common development. Village-entreprise base has become the effective method which resource-based rural areas choose to promote development of agricultural economy in countryside. How to introduce entreprise accord with itself resource point, how to develop interior resources under the help of entreprise s’advantages of funds, technique, management, and how to resolve contradictions between village and entreprise, are problems demanding prompt solution.We want to summarize the experience of success and issues of village-entreprise base and its influence on development of village through taking Q Gold Mining Company and H Village, Weihai City, Shandong Province as Investigation Objects. And we try to explore the development path of resource-based rural areas under the mode of village-entreprise base.This paper is divided into six parts:In the introductory remarks, we discuss the research background, significance, method and domestic and foreign research dynamic; The second part describes the formation of the Dual Structure of Towns and Countryside, the theory and subjects of village-entreprise base, and its mechanism of interest logic; The third part introduces the village-entreprise base situations of H village and Q entreprise; The fourth part analyzes the physical measures adopted by village and enterprises, and its positive impacts; The fifth part lays stress on the varying relations between village and entreprise owing to conflicts of interest and contradictions among all the benefit-related; The sixth part is about the solutions to the problems of village-entreprise base and we try to explore the development path of resource-based rural areas under the mode of village-entreprise base.
