Research On Ecological Compensation Problem And The Countermeasures Of Mineral Resources In Chaoyang City

Chaoyang City has abundant of mineral resources, that provided favorable conditions for its economic developments. But in the process of exploitation of mineral resources,striking contradictions occourred between the exploitation of resources and ecological protection. With the foundations of ecological compensation and ecological compensation theories at home or abroad, this article major analyzed the current situation of the ecological compensation of mineral resources and the existing problems with Chaoyang City, to build the basic framework of ecological compensation of mineral resources, and puts forward the basic measures of Chaoyang City’s mineral resources ecological compensation operation.In this paper, we take ecological compensation for mineral resources in Chaoyang City as the research object review ecological compensation at home and abroad, conduct field research and analysis, and analyze problems such as sustainable development with mineral resource scarcity theories.The main contents is as follows:Firstly, analyze the current situation of ecological compensation areas in Chaoyang City, mainly from the utilization of mineral exploitation of mineral resources, mineral resources exploitation impact on the ecological environment, and the existing ecological compensation policies. Secondly,according to the principles,that should be followed in the process of mineral resources ecological compensation measuring construction such as "who destroyed, who compensation" and "new account" "old account" separate governance,we generally construct the compensation subject, compensation system compensation subject, compensation standard and compensation mode. The subject of compensation should be the enterprises who exploite mineral resources or relevant government departments. The subject of compensation should be the destroyed ecological environment and the mining impaired residents. Compensation standards are divided into lower and upper limit, and the compensation principle, that proposed in this paper is not lower than the lower limit and make a judgment on the actual situation. Compensation may take the following five options:"new mine" and "old mine" separate governance; enterprise funded governance; government governance; corporate governance; Government jointly funded, enterprises and residents of deliberative governance. Finally, put forward to perfect the laws and regulations systems, the integration of environmental restoration policy, strengthen ecological compensation regulatory responsibilities, strengthen the operation of safeguard problem of ecological compensation of mineral resources of the public awareness of ecological compensation.
