The main driving force during the development of the human society, a state and a nation is technological innovation. Technological innovation is a fundamental measure when we strive to realize the goal of "two one-hundred years", however, Industry-University-Research institute (IUR) strategic alliance is an important mode of technological innovation. Therefore, the research of Inner Mongolia University (IMU) IUR strategic alliance, based on multi-case study and comparative study, take the process perspective, to explore the strategy for the development of IUR strategic alliance for industries, universities and research institutes.First part of this paper defines the concept, characteristics and the process of IUR strategic alliance. Second part is the analysis of the current situation of the development of IUR strategic alliances of China and Inner Mongolia and IMU. Third part summarizes the deficiency base on multi-case study of IMU IUR strategic alliances. Fourth part is the important enlightenment of domestic and foreign classic cases of IUR strategic alliances. Fifth part has discussed the promotion strategies of IUR strategic alliance development, takes the technological innovation process as main line, from different roles’perspective, and explores the management system. The conclusions are as follows:On one hand, the government, industries, universities, research institutes, intermediary organizations, financial organizations, media and citizens should play a positive role in the process of IUR strategic alliance technological innovation. On the other hand, in order to fundamentally establish the IUR strategic alliance technological innovation mode, in which, take the market as the guidance, the industry as driven force and rely on universities and research institutes, the government should clarify its responsibilities and take effective measures in time.
