Study Of The Equalization Of Basic Public Services Of Guangdong Maritime Industry

The government of China has put forward to achieve a goal of realizing the equalization of basic services between urban and rural areas since 2001. As an Administrative Department of water transportation, Maritime Safety Administration (MSA) is responsible for promoting the development of shipping economy and providing the masses with safe and convenient water-travel, therefore, to speed up boosting the equalization of maritime basic public services is an important task of MSA. But due to the impact of management philosophy, management system, social environment, financial and intellectual, and other factors, there are still some main problems like weak capability of public services and low level of equalization of public services existing in all levels of MSA Departments.This paper carried out a research on the equalization of basic public services of Guangdong maritime industry just taking Guangdong maritime industry as a research object, which applied the relevant theories of government’s public services, and adopted literature studying, questionnaire survey, and interview to both Administrative staff and their service objects to collect relevant data, and then those data were analyzed and pondered seriously. After that, the paper gave a definition to maritime public services, maritime basic public services, and the equalization of maritime basic public services separately, and put forward an evaluation index system of the equalization of maritime basic public services, meanwhile, the paper also analyzed the significance of strengthening the construction of the equalization of maritime basic public services widely. On the basic of all jobs done above, the paper thoroughly analyzed the achievements and deficiencies of the construction of the equalization of maritime basic public services of Guangdong maritime industry, and proposed some countermeasures about strengthening the construction of the equalization of maritime basic public services in the last parties of this paper, such as to strengthen the publicity and education of maritime services fosters the right concept of maritime basic public services consequently, to scientifically collocate the resources of maritime services promotes the equalization of maritime basic public services’resources, to strengthen the supervisory services of ship safety meets the basic requirements of administrative counterparts’safety, to devote greater effort to maritime services creates the development spaces for the equalization, and to comply with the transformation of government functions insures the equal share of fundamental policies.
