Research On The Intensive Development And Management Of Zhoushan Port Under The Construction Of Zhejiang Zhoushan Archipelago New Area

Zhoushan has been grown increasingly fast since it opened in 1987. However, in retrospect of the last 20 years, it is believed that the growth of Zhoushan port has the characteristics of university and particularity as a local port. Especially in its early stage, it enhanced the development speed by using more resources in general. Under the construction of Zhenjiang Zhoushan Archipelago New Area, Zhoushan is facing great challenges in intensive development and management. The major task is how to well use every section of deep water coastline in terms of both social and economic efficiency, and how to avoid homogeneous competition with ports nearby. Therefore, it is necessary to make research on intensive development and managements during the process and propose relevant countermeasures by analyzing success story of ports at home and abroad.Applying theories of public economics, this paper analyzes systematically the current situation and the major problems of the development and management in Zhoushan port. At the same time, it provides relevant solutions of the problems. This article is divided into the following seven parts:Part One:Introduction. It mainly elaborates research background, significance, research status, ideas and methods.Part Two:Relevant concepts and theories. It mainly expounds the meaning of the coastlines, intensive development and management, coastline reservation, paid coastline and introduces relevant theories, including public choice theory, public governance theory, cost effectiveness and location theory.Part Three:Analysis on current situation of the development and management of Zhoushan port. This part elaborates three aspects, including basic information about port development and management, the main problems and the analysis of the causes of problems existed.Part Four:The experience of ports development in home and abroad. It introduces several advanced models of ports in detail for further reference.Part Five:Suggestions on intensive development and management in Zhoushan port. It offers solutions to these problems from the aspects of planning, industrial layout, management, the increasing using value of coastlines.Part Six:Suggestions on policy and management in new situation. It aims to strengthen the intensive development and management of Zhoushan to boom the port.Part Seven:Conclusions. It concludes this paper and forecasts for the future.
