Research Of Countermeasures To Enhance The Competitiveness Of Dalian Northeast Asia International Shipping Center

Dalian Northeast Asia International Shipping Center (DNAIS) has been contributed for more than ten years since the "Strategy to Revitalize the Old Industrial Bases in China’s Northeast" was announced in 2003. In this ten years, the throughput of Dalian Port was increased from 1.45 million tons to 4.1 million tons, the container throughput of Dalian Port was increased from 2211 thousand TEU to 10015 thousand TEU. In this ten years, the productive berths of Dalian Port was increased from 102 to 206; In this ten years, many public documents were announced such as< Liaoning Coastal Economic Zone Development Planning> & < The overall planning of Dalian Port> etc.; the shipping market of Dalian are prosper and order by having 110 more shipping enterprises and 5700 logistics enterprises. In this ten years, DNAIS has achieved fruitful results, while many questions exist in the same time. How to enhance the competitiveness of DNAIS in such a competitive environment becomes to an important research area.This paper summarized the mainly fruits of DNAIS in this ten years, then made an analysis on competitive power of DNAIS by using SWOT analysis. In the same time, this paper summarized the competitiveness advantages and inspirations of Tianjin Northern International Shipping Center and the main European international shipping centers by comparing their advanced experiences and DNAIS, then put forward a preliminary program to enhance the competitiveness of shipping center which include the objectives, the major contradictions, the long-term coordination mechanism and key areas. In the end, this paper proposes some specific measures from the government policy, the hardware construction, and the software construction. The author believe that we should strengthen the reform and opening up, promote the implementation of trade policy at first; then we should expand the cold chain logistics and other characteristics logistics systems, maximize the advantages of industry; Third, we should strengthen the construction of soft environment of shipping center from the port and shipping services, the agglomeration degree and personnel training etc.In short, enhancing the competitiveness of DNAIS is still a work in progress, we must enhance it in a full range instead of the misunderstanding about expanding productions only.
